I wanted to use the IP address of me NIC of my notebook which is 172.24.53.211 for UDP.
As you mentioned that I cannot use this NIC address for UDP.
I thought this is possible as I read somewhere here in the forum.
So I am using right now the loopback adapter at 127.0.0.1 which is working with scan and tioue.
But I cannot get a UDP connection to a stand alone VLC player running at my notebook(I am talking about one single notebook).
setting in VLC player:
udp://@127.0.0.1:9001 The port which I use is 9001 for the first and 9002 for the second mini Tiouner.
I have the scan and tioue in 2 different directories.
I do have 2 plutos at 172.24.53.11 and 172.24.53.21 so I tried also the plutos IP for UDP but it doesn't seems to work.
With this setting I can receive the stream by VLC player:

udp://@:9001Because a UDP stream to .255 is a Multicast address to all in the network and I need to listen only to the port.
But here I do not have a video in the scan and Tioune itself.
If I put this in the .INI

With this I can see the Video in Scan And Tioune
but no Video in VLC player with the setting
udp://@172.24.53.211:9001.
So the question is now for me what would be the right setting under.
Conf_AddrUDP=???
Conf_Port=9001 I can chose what I want I assume
Conf_LocalIP=????
to see the video in scan and tioune and the VLC player. Normally I would assume using the multicast address all devices connected to this subnet
can see the stream with the right port address set.
By the way If you are using along IP address like 172.24.53.211 only 3 digit of the port are displayed in the Upper right corner.
I am not sure if I expressed myself in a way you ask.
