I us e sacn & Tioune V0.1p and havee no problems in receiving the udp stream on other computers. ( I chose adress 230.0.0.10:1234 and changed the ini-file)

But if i recall the udp-Stream on the computer where scan & Tioune is running, I have no decoded picture and also no picture in the program itself.

What have iI to change for proper function??

If you use 230.0.0.10:1234 there is no reason that you can't receive via UDP the stream on external software. On the same computer you can run at same time as many as you want instances of VLC or TSreader and seen the video on multiple screen.
I suppose that it is the firewall on your computer that doesn' t allow the UDP external stream
